Background of the Study
Gender mainstreaming is a global strategy aimed at integrating gender perspectives into all aspects of governance to ensure equality and inclusivity (Ojo & Akinmoladun, 2023). In Sokoto South Local Government Area, Sokoto State, gender mainstreaming initiatives have been introduced to address the gender disparities in governance and ensure the active participation of women in decision-making processes (Adewale & Ibrahim, 2024). However, despite the adoption of gender mainstreaming policies at the national and state levels, the implementation and effectiveness of these policies at the local level remain a subject of concern, particularly in regions like Sokoto South, where traditional gender roles are deeply ingrained (Ibrahim & Sambo, 2025). This study aims to examine the impact of gender mainstreaming in local governance in Sokoto South, focusing on how gender policies are implemented, the challenges faced, and the outcomes for women’s participation in governance.

1.2 Statement of the Problem
While gender mainstreaming policies have been designed to promote women’s active participation in local governance, their implementation in Sokoto South Local Government Area faces significant challenges. These include cultural resistance to women’s leadership, inadequate training opportunities, and insufficient support for women in political positions (Tijani & Muhammad, 2023). Consequently, despite the policies, women’s participation in local governance remains limited, which undermines the goals of gender equality and inclusive governance. This study will investigate the effects of gender mainstreaming in local governance in Sokoto South and identify the barriers hindering its success.

1.3 Objectives of the Study

  • To evaluate the effectiveness of gender mainstreaming policies in Sokoto South Local Government Area.

  • To identify the challenges faced in the implementation of gender mainstreaming in local governance in Sokoto South.

  • To assess the impact of gender mainstreaming on women’s participation in local governance and decision-making processes.

1.4 Research Questions

  • How effective have gender mainstreaming policies been in Sokoto South Local Government Area?

  • What challenges hinder the effective implementation of gender mainstreaming in Sokoto South?

  • What is the impact of gender mainstreaming on women’s participation in local governance in Sokoto South?

1.5 Research Hypothesis

  • Gender mainstreaming policies have a positive effect on women’s participation in local governance in Sokoto South.

  • Cultural and socio-political challenges significantly hinder the implementation of gender mainstreaming policies in Sokoto South.

  • Women’s participation in local governance is positively impacted by the implementation of gender mainstreaming policies in Sokoto South.

1.6 Significance of the Study
This study will provide valuable insights into the implementation of gender mainstreaming policies at the local government level, particularly in Sokoto South. By identifying the challenges faced in implementing these policies and the outcomes for women, the study will contribute to policy reforms that enhance women’s participation in governance. It will also inform advocacy efforts aimed at improving gender equality in political and governance structures at the local level.

1.7 Scope and Limitations of the Study
This study will focus on the implementation and effects of gender mainstreaming in Sokoto South Local Government Area, Sokoto State. It will include interviews with local government officials, female political leaders, and community members. Limitations include potential biases due to local political dynamics and difficulties in accessing government records on gender mainstreaming initiatives.

1.8 Operational Definition of Terms

  • Gender Mainstreaming: The strategy of assessing the different implications for men and women of any planned action, including legislation, policies, or programs.

  • Local Governance: The system of governing at the local level, including the administration of services and decision-making processes.

  • Political Participation: The involvement of individuals in activities related to governance, including voting, holding office, and engaging in political discourse.
